Neil,

Doesn't sound like a good event to me.

Wipers should turn on the instant that voltage is applied.

Could it be that your grounds require total cleaning and reattaching?   Or, for that matter, all your electrical contacts need cleaning.

This is one case where I would be having a qualified Automotive Electrician having a look.

I take it you have the Shop Manual for 1959?   This describes how it all works.   Plus testing procedures.

PS.   When I first got my '60 CDV, the wipers turned on, but wouldn't turn off, not for a long time, but eventually did.   Turned out to be a piece of rubber tubing in the Parking mechanism that was there to be a stop, but had broken in two, and wasn't doing its' job..
